The Diploma In Public Sector Asset Management is a property qualification, jointly-delivered by CIPFA Property and the Association of Chief Estate Surveyors (ACES), that allows property professionals to develop their own asset management skills and support their organisations.
Effective asset management plays a crucial role in the effective delivery of public services in the UK. Following a long period of public sector austerity and budget cuts key skills and experience have been lost. For public sector property professionals access to learning and development to support their own careers and their organisations is key.
This modular Diploma in Public Sector Asset Management offers individuals and organisations the skills and knowledge needed for expert asset management.

About this event
In seven distinct but related modules, covering the key areas of public sector asset management, students can increase their professional knowledge and expertise in this vital area with an accredited course delivered by expert trainers in the field of public sector asset management.
The diploma is an ideal qualification for a range of staff who may be involved in property asset management within a public sector setting. These include but are not limited to:
- property staff new to the public sector or new to asset management
- new starters with little or no previous training
- staff in other areas who may be involved in strategic property activity ie finance professionals and key clients from services
- more experienced property staff who have specific knowledge gaps or would like a more comprehensive understanding of a particular area
About the modules
- Module One – Strategic Asset Management Organisation: A comprehensive introduction to how an effective asset management function should organise, operate and make effective decisions.
- Module Two – Development of Documentation and Asset Management Challenge: Covering the principled approach outlining the need to develop robust asset management policy, strategy and an effective action plan to deliver on corporate objectives.
- Module Three – Business Case Development and Option Appraisal: A thorough review of approaches to business case development taking in the need to consider option appraisal, risk, capital prioritisation and whole life appraisal.
- Module Four – Capital Projects and Maintenance: Delivery of pre- and post-contract management focused on effective project management and performance. Understanding maintenance need through condition assessment and the effective implementation of prioritised maintenance budgets.
- Module Five – Data and Performance: Developing an understanding of what data we need and a review of asset management systems and their use. Examination of how to turn raw data into intelligence that can track and monitor performance of the estate.
- Module Six – Operational vs Non-Operational Property: Understanding the key differences between asset types at a strategic level, the dynamics of an income producing estate and the need for effective strategy to deliver investment and commercial outcomes.
- Module Seven – Asset Management Today: Placing the principles and best practice approach to asset management in today's world. Focusing on how to deliver effective asset management with competing priorities and frictions like carbon reduction, social value and income generation.

Flexible delivery
When taken together, the seven modules lead to the Diploma in Public Sector Asset Management and will give you a broad and solid grounding in the areas that make up and effective property function.

Pricing
The cost of each module will be £400 for CIPFA Property Network Members and ACES members. For non-members each module will cost £500. The entire seven module diploma will cost £2,800 for members and £3,500 for non-members. If also taking up a CIPFA Property Network membership for the first time you will receive a discount on your membership of £425. If booking individual module(s) only and not the diploma please contact property@cipfa.org to book places.
