Meet your advisors

Sam Fletcher, CIPFA
Sam is CIPFA’s Revenues Network Advisor. Prior to joining CIPFA in 2025, Sam was a Tribunal Clerk to the Valuation Tribunal for England, a lead practitioner in the field of revenues, benefits, rating and valuation. He was responsible for providing legal advice and drafting decisions on behalf of the Valuation Tribunal. Sam’s career in Local Government started in 2013, where he worked for a number of years across the revenues and benefits department of a Local Authority. Sam has been professionally recognised with IRRV (Hons).
Christina Ward, CIPFA
Christina joined CIPFA in April 2025 as the Benefits Network Advisor for CBRS ( Benefits and Revenues Service). She brings over 20 years of welfare rights experience, built through roles in local authority benefits teams, The Citizens Advice network and DWP funded welfare to work employment programmes. Her background spans across both direct service delivery and specialist advisory positions providing a grounded understanding of welfare operations, legislation and policy implementation.
