CIPFA Scottish Treasury Management Forum Workshop, 24 and 25 November 2022 at Double Trees Hotel, Dunblane

It is with great pleasure that I enclose the programme and booking form for the forthcoming CIPFA Scottish Treasury Management Forum workshop, which will take place at the DoubleTree by Hilton Dunblane Hydro hotel on Thursday 24 and Friday 25 November 2022. 

Dunblane is centrally located with easy access from the M9 motorway and direct rail links to Edinburgh, Glasgow and Dundee. Although the hotel is within walking distance from the train station, we will be arranging a complimentary taxi service to take you from station to hotel for a period on the Thursday morning.

The workshop will be delivered using a combination of the following methods:

  • presenter led sessions
  • discussion panels on current treasury issues
  • practical learning workshops to discuss current issues and share best practice.

The event programme has been designed to cover a wide variety of topics and to cater for a broad spectrum of treasury management expertise, from those new to treasury to the more experienced practitioners, as well as those charged with governance of the function. The workshop will enable attendees to respond effectively to the multiple challenges faced by treasury staff in a constantly changing and uncertain economic environment.

Following the workshop attendees should have up-to-date knowledge and understanding of the following key treasury topics with sessions focused on learning outcomes:

  • Future economic forecasts and the impact of these on the public sector, particularly local government.
  • Impact of a rising interest rate environment and how to prepare for this.
  • Impact of cybercrime on organisations and how cybersecurity risks can be managed.
  • How Environmental, Social and Governance (ESG) measures can be applied to treasury to comply with the CIPFA Treasury Code.
  • Practical application of the CIPFA Treasury Management and Prudential Codes (updated December 2021).
  • In-depth training in the fundamentals of treasury management for attendees who are new to their role.

Similar to previous events, we will have an exhibition area where a number of market participants will be on hand to discuss their products and services, and how they feel they may benefit your organisation.

All attendees will also benefit from a demonstration of the new Treasury Training Toolkit which has been designed by the Forum Executive Committee to develop a broader understanding of treasury management for council staff and elected members. The roll out of the Training Toolkit will help organisations comply with the training requirements set out in the CIPFA Treasury Management Code.

The Treasury Workshop is an in-person event to facilitate networking between fellow treasury management officers, industry experts, treasury advisors and directors of finance. The development of these networks provides long-term benefits to organisations as knowledge and best practice can be shared on an ongoing basis. We believe that the two-day workshop continues to play a significant role in continuing professional development for all of us in local authority treasury management, and we have made a special effort to obtain sponsorship to allow us to minimise the cost to our member organisations, and to encourage staff involved at all levels of treasury management to attend.

The last face to face event held was in 2019, and after a gap of some three years, we are delighted to be able to offer this workshop at the cost of £150 per delegate (£125 for early bird). This cost has been maintained from 2019 and includes hotel accommodation and dining over the event (day rates are available). This is an excellent low-cost opportunity to train and equip new and existing staff with skills and training in a friendly and welcoming environment, which only arises every two years.
